Disable the Email Tagging feature and use a filter rule instead.
Explanation:
There are two ways to do Email Tagging currently
1. External tagging feature
2. Via Filter Policy
There is currently no way to exclude senders when doing it from the original feature at point #1.
However you can instead use a custom rule to do this.
The rule would be:
"if sender is NOT *@excludeddomain.com then tag with [External]"
